 Research Assistant Merve Karadaban Özen Presented Her Paper


Research Assistant Merve Karadaban Özen, a member of the research team at the Urban Studies Research Center of Mimar Sinan Fine Arts University, presented her study at the 9th Urban Studies Congress, focusing on the strategic plans of district municipalities in Istanbul concerning disaster risk management policies.


The research, which commenced in January 2024 and spanned seven months, evaluated the 2020–2024 strategic plans of 37 district municipalities in Istanbul based on criteria such as authority and responsibility framework, current situation analysis, strategic objectives, public participation, and financial capacity. The findings revealed that municipalities in high-risk districts allocated more emphasis to disaster and earthquake-related issues in their strategic plans. However, deficiencies were identified in public participation, inter-institutional cooperation, and comprehensive situation analyses. The study emphasized the need for mayors to place greater focus on disaster management and resilience in their vision statements, highlighting the necessity for municipalities to adopt a more scientific and integrated disaster management strategy.

Research Assistant Merve Karadaban Özen stated that the study serves as a guide for local governments, aiming to strengthen collaboration between academic research and municipal administrations. This research seeks to contribute to the enhancement of strategic planning efforts for disaster and earthquake resilience in municipalities.
